Car seat strap tie?

I am from Australia. I have seen in a few photos of kids in car seats of an extra tie or buckle like device which seems to keep the over the shoulder straps of the car seat together, so the kids cannot get their arms out. Does anyone know where I may be able to get a couple of these?
